Position Summary
This person is expected to be a self-motivated individual capable of dealing with Council, staff and the general public in an efficient, cooperative and courteous manner. General duties include operation and management of the Public Works department and associated infrastructure. This person works unsupervised and takes direction from Council and the Chief Administrative Officer.

Tasks assigned may change from time-to-time, as needs and circumstances within the municipal community change.
Qualifications Required
- Valid Class 3, Manitoba Driver’s License with Air Brake endorsement and able to obtain Class 1, Manitoba Driver’s License with Air Brake endorsement within 12 months
- Good health, able to carry out the physical requirements of the position and pass a medical exam if required
- Experience operating/ maintaining/ repairing municipal equipment and training staff in those capacities
- Experience installing/ maintaining municipal infrastructure (roads, bridges, culverts, etc.)
- Ability to work unsupervised and also as part of a team
- Ability to deal with Council, staff and general public in a polite and courteous manner including supervision of staff
- Ability to organize time/ coordinate and prioritize activities
- Ability to produce and maintain accurate records, reports and related paper work
- Ability to communicate effectively orally, in writing and electronically
- Ability to follow standards, policies and procedures
- Knowledge of Workplace, Safety and Health Acts/Regulations is an asset
Duties
- Public Works Services Responsibilities
- Work under the direction of Council and CAO
- Discuss with Council and CAO any matters that should be brought to their attention; report incidents, accidents, and unusual activity, immediately
- Prepare annual plan of activities and needs including applicable costs
- Road construction/ maintenance
- Bridge repairs/ maintenance
- Culvert installations/ replacements
- Gravel program
- Roadside mow program
- Miscellaneous works and operations
- Equipment, tools, supplies, training
- Hire of contractors/ equipment
- Coordinate public works projects including:
- Investigate project costs and options
- Report/ discuss project details and timelines with Council and CAO
- Maximize effective use of equipment, staff and contractors
- Locate utilities, etc. prior to commencement of work
- Supervise and maintain approximately 200 miles of municipal roads, bridges, culverts, etc.
- Ensure regular upkeep of municipal equipment and equipment logs
- Monitor equipment use & operating costs
- Ensure adequate supplies are kept on hand to avoid shortages
- Organize annual road & project tour with Council and CAO
- Participate in training to improve skills and knowledge
- Participate in safety and risk management; ensure safe procedures are followed
- Participate in development and management of Public Works budget
- Develop task lists with & for the Public Works team
- Coordinate seasonal and daily staff & applicable work plans
- Ensure that staff adheres to professional conduct and represent themselves in a professional way at all times
- Complete annual (or more often, if required) performance appraisals for these positions
- Review and submit accurate information, reports, and timesheets, promptly
- Accept other duties as may be assigned
